Thank you for the additional information. I have cleared the excess fulfillments on the license key to resolve this issue. You now will need to remove the cleared fulfillments from the appropriate Tableau Server machines before refreshing the license. Please run the following commands:
 
1. Open Command Prompt as Administrator
2. Navigate to the Tableau Server bin folder directory  (cd C:\Program Files\Tableau\Tableau Server\[version]\bin).
3. Run each of the following commands on the appropriate machine:
 
SERVER(XXXXXXXXXXX)
===========================
serveractutil -delete FID_xxxxxxxxxxxxxxx
serveractutil -delete FID__xxxxxxxxxxxxxxx
 
SERVER(YYYYYYYYYYYY)
==========================
serveractutil -delete FID__5a23aad8_xxxxxxxxxxx
 
4. Open the TSM web interface "Refresh" the license key (see https://help.tableau.com/current/server/en-us/license_refresh.htm). If necessary reactivate the license and restart Tableau Server afterwards.
 
In order to prevent this problem in the future, please be advised that the Tableau Server license key is only authorized for use on up to 3 environments simultaneously. Therefore any additional new installation requires a deactivation of the Tableau Server license on 1 previous machine as described in the following article from our knowledge base:

Once these commands have been executed, please confirm that the issue is resolved and we will move this case into a closed status.
