The "Maximum activations" issue occurs when Tableau Server is activated more than the allowed number of 3 times (one for production-, one for development and one for the backup machine), which can also occur if activating the license on a non-persistent virtual machine, where the system and license configuration is deleted upon rebooting the VM. In order to avoid the problem in the future, please always deactivate the Tableau Product Key first, before changing the existing Server configuration or machine (or rebooting a non-persistent VM), as described in the following Knowledge Base article:

In order to resolve the problem, please first deactivate a Tableau Server license on a machine which is not being used anymore with Tableau Server. If this is not possible, please provide the following information in order to resolve the problem:
 
A.) Is Tableau Server deployed on a VM (if so, is it persistent or non-persistent)?
